Wayne Rich Moderates Public-Private Partnerships Summit

Wayne Rich, Of Counsel in the Orlando office of Broad and Cassel, recently served as a moderator for part of the North Florida Leaders Summit on Public-Private Partnerships (P3) in Jacksonville. 

Mr. Rich joined Congresswoman Corrine Brown, Jacksonville City Council President Stephen Joost and many other North Florida public sector leaders for the first-ever gathering of senior executive, appointed and elected leadership from local governments. The group examined how public-private partnerships can provide immediate cost saving solutions to budget challenges, while maintaining or improving public services.

The Summit was invitation-only and limited to public sector decision makers from North Florida’s cities, counties, school districts and authorities. They were also joined by P3 industry and academic and research institution thought leaders. The Summit offered a highly interactive format designed to foster relationships and generate solutions while presenting real world P3 case studies. P3 describes a government service or private business venture which is funded and operated through a partnership of government and one or more private sector companies.

Key areas of focus for the summit included fleet, transportation, employee and retiree health care, information technology, alternative energy, asset ownership and management, utility partnerships and code enforcement. Two interactive sessions with panelist discussed “Why Here, Why Now?” and “Real World Case Studies.” Other presentations included “Critical Infrastructure Improvement Through P3s” and “Fleet Maintenance and Management P3s.”

Mr. Rich opened his session with a video of Florida Lieutenant Governor Jennifer Carroll discussing her administration’s support of Public-Private Partnerships and TEAMFL. He co-founded the Transportation and Expressway Authority Membership of Florida (TEAMFL) in 1997 and currently serves as Chairman. The organization consists of all the toll agencies in Florida, intended to help in the exchange of information about the toll industry in the State.
