Mr. Richard N. Milian is a Partner in the Orlando and Jacksonville offices of Broad and Cassel. He is Co-Chairperson of the Firm’s Eminent Domain and Government Relations Practice Groups. His primary areas of focus are government relations, public-private partnerships, eminent domain law and property rights.

  • Mr. Milian currently serves as General Counsel to the Jacksonville Transportation Authority and in that role is responsible for a wide variety of legal needs of the Authority, including Board matters, contractual matters, litigation matters, procurement matters, and employment related issues.
  • Mr. Milian served as Eminent Domain Counsel for TECO, Peoples Gas System and Seacoast Gas Transmission in connection with its 51-mile natural gas transmission and distribution pipeline project providing clean energy to the JEA Greenland power plant in Jacksonville, Florida. He provided a wide variety of real estate and litigation services to clients, including handling negotiations, documentation and closings of acquisitions, title and survey matters, appraisal analysis, mediations and governmental coordination of right of way, permitting and environmental issues.
  • Mr. Milian served as eminent domain counsel for the Orlando/Orange County Expressway Authority. He was involved with the authority’s Western Beltway project, which required the acquisition of 167 parcels of property worth $87 million. This project represented the largest ongoing condemnation project in Florida. He also represented the authority on other significant highway projects, including the Goldenrod Extension, the Maitland Extension, and the 408 Widening Project.
  • Mr. Milian has represented the Miami-Dade Expressway Authority on various road projects and has represented the South Florida Water Management District.
  • Mr. Milian has represented the Orange County Public School Board on various matters, including eminent domain actions relating to the acquisition of over 80 parcels of land for the expansion of Boone High School. He has also represented the School Board in regards to projects for Colonial High School, Lokonatosa Trails Middle School and Chain of Lakes Middle School.
  • He has represented Osceola County with regard to selective “problematic” parcels for the Osceola Parkway project. Mr. Milian has also represented the City of Maitland, the Miami Beach City Commission and the Sanford Airport Authority in various condemnation matters.
  • Mr. Milian has represented hundreds of landowners in eminent domain cases throughout Florida. He has been involved in many high profile landowner cases, including a settlement in excess of $6 million against the City of Orlando and a jury verdict in excess of $1.3 million against the Turnpike Authority. He has significant experience representing landowners against other condemning authorities, including the Florida Department of Transportation, Orange County and Central Florida Pipeline Company.
  • Mr. Milian has attained an "AV" rating by Martindale-Hubbell – a rating achieved by only five percent of attorneys – indicating that he "has reached the height of professional excellence" and is "recognized for the highest levels of skill and integrity."
  • In 2010, Mr. Milian was recognized in Orlando's Top Lawyers and in 2012 and 2013, Mr. Milian was designated a "Florida Super Lawyer" by Law & Politics magazine. In 2004 he was selected as a "Legal Elite" and has been designated by his peers as one of the top 1.6% of lawyers in the State of Florida.
