Leonard Collins focuses his practice on civil litigation, government relations and state and federal elections law. He represents clients in in Circuit and Federal Courts throughout Florida and the United States. Additionally, Collins serves as counsel to various political campaigns, Florida Political Committees, Federal Super PACs, trade associations and non-profit organizations.
Collins represents governmental bodies, special districts, and similar entities in administrative litigation, particularly with respect to bid disputes and other types of procurement proceedings, rule challenges and administrative appeals.
He previously served as General Counsel to U.S. Senator Marco Rubio from 2011-2013. From 2006 to 2008, Collins was the Parliamentarian of the Florida House of Representatives where he assisted members of the House with the application of the state constitution, the rules of the House and parliamentary authority to legislative proceedings.
Collins also served as the Assistant General Counsel to the Florida Department of Transportation where he was lead counsel on multi-million dollar litigation focused on construction/design defects and class action lawsuits.
Collins is an active member of various professional and community organizations. He is the Chair of the Federal Judicial Nominating Commission for the Northern District of Florida. Additionally, Collins is a member of the Board of Trustees for the Florida Coalition Against Domestic Violence Foundation.
