Frank P. Rainer is primarily a member of the Firm’s Health Law Practice Group, and participates in the Commercial Litigation and Real Estate groups as well.
Rainer has more than 33 years of experience in both transactional and litigation matters with a primary focus in the health care, general business and real estate industries.
He has an active litigation practice, and has managed hundreds of cases throughout his career. Rainer has had first chair responsibility on more than two dozen bench trials and two jury trials and he regularly handles matters with potential damages of more than one million dollars. He successfully prevailed in a $7.5 Billion bid protest most recently.
He assists health care organizations and Florida corporations in all areas of transactional work, including corporate organization and maintenance, financing, employment and consultant contracting, general contract work, and regulatory analysis. Rainer also has yearly experience with mergers and acquisitions, serving as both lead counsel and as local Florida counsel. He has handled and advised on over fifty transactions.
Rainer has extensive experience in health care regulatory, administrative, litigation, and transactional work. He is very familiar with the specialized reimbursement, licensure, change of ownership, lien laws, and due diligence issues which apply to health care matters.
Rainer represents physicians, physician groups, health plans, managed care companies, drug manufacturers, pharmacies, trade associations, third party administrators, provider networks, banks, real estate investment trusts, hospitals (acute care and specialty), assisted living facilities, nursing homes, social service agencies, managing care entities, healthy start coalitions, substance abuse and behavioral health providers, disability services, and other ancillary health care providers.
Over the years, Rainer has been a local resource for numerous health care plans with regulatory issues. He has prepared applications for start-up health plans, and has assisted several health plans in meeting ongoing compliance regulations
He has extensive experience in certificates of need, health care licensure, and other regulatory matters.
Rainer also has a comprehensive background in real estate transactional work for developers and lenders. He has handled numerous complex real estate transactions and closings, and the attendant title work for numerous and varied corporate and real estate ventures. He has closed on more than $1.5 billion worth of real estate transactions.
Rainer holds Masters Degrees in Taxation (LL.M. from the University of Alabama), Insurance and Risk Management (Florida State University) and MBA (Florida State University).
He is an active member of various professional and community organizations. He currently serves on the Board of Directors for Leon ARC and Holocaust Education Resource Council.
