Broad and Cassel Announces New Public Finance and Capital Projects Practice Group
ORLANDO, FL; January 18, 2006 — Statewide law firm Broad and Cassel continued implementation of a statewide strategic growth plan in its Orlando office by announcing the addition of a Public Finance and Capital Projects Practice Group, which will be co-chaired by new Orlando Partner Joseph B. Stanton and Orlando Partner Douglas Starcher.

Formerly with Akerman-Senterfitt in Orlando, Stanton has practiced in the area of public finance for over 13 years and has served as bond counsel, underwriter’s counsel, disclosure counsel, bank counsel, company counsel and trustee’s counsel on various state and local government financings throughout his career.
An AV-Rated Attorney by Martindale-Hubbell, Stanton is responsible for serving as Bond Counsel on the largest public finance transaction in the state of Florida ($1,072,000,000), and as bank counsel on the largest healthcare finance transaction in the state of Florida ($1,039,000,000). He has served as Bond Counsel to Orlando-Orange County Expressway Authority, Florida Development Finance Corporation and the Greater Orlando Aviation Authority.
Stanton is a graduate of the University of Alabama and received his J.D. from the University Of Florida College Of Law with honors. A frequent public finance lecturer, Stanton served on the faculty of the 2005 Fundamentals Seminar of the National Association of Bond Lawyers. He is a member of The Florida Bar and The National Association of Bond Lawyers, and also serves on the Board of the University of Central Florida Foundation’s Real Estate Committee and on the Diocesan School Board for the Roman Catholic Diocese of Orlando.
Also an AV-Rated Attorney, Starcher joined the firm in 1996. He is a member of the Firm's Corporate and Securities, Municipal Finance, Computer and Technology and Intellectual Property Practice Groups. Starcher has represented various underwriters in connection with financing projects for capital asset acquisitions, community development districts, housing-related projects, school board projects, and water pollution control. He has also represented public issuers in the sale of nearly $630 million exempt bonds. He is a graduate of Georgetown University and received his J.D. at Florida State University College of Law with honors.
